New ICT B-BBEE Sector Charter published with many new challenges

The New ICT sector Charter has been published with many new challenges. Please take note that the ICT Sector Code No. 40407 is uniquely different in that it modifies the points requirement for each BEE Level. BEE levels are much harder to achieve requiring more points than the Amended Codes of Good Practice -COGP. Herewith the table:

The implication is that only Generics or 100% black owned EMEs can be a BEE level 1. The best that a QSE can achieve using the QSE scorecard is a level 2 since there are only 117 points available including bonus points. Black owned QSEs seem not to be able to benefit from enhanced 100% recognition.
