KLCBT met newly appointed MEC of Cogta, Mr Mandla Ndlovu

We had the opportunity to introduce the organization and our leadership to Mr Mandla Ndlovu early last week.  Mr Ndlovu has the heavy task of influencing change at municipalities.  We had a discussion around the defunct system which cause municipalities to fail as a result of under-funding.  We also discussed how the traditional leaders can play a role in the possible       solution by volunteering a basic household levy in areas which are not proclaimed.  This is one of the biggest funding concerns for our municipalities.  In Mbombela we have only about 25% of the households paying rates and taxes.  This funding void has to be addressed.
