Cross Border Road Transport Charges Questionnaire

The Agency is conducting a survey to gather valuable insights from esteemed tour operators like yourself, in relation to the cross-border charges which are crucial for implementing the act and regional transport agreements.

Between 2018 and 2020, efforts were made to clarify how operators are treated when entering regional countries. This led to the development of a comprehensive review of cross-border charges, finalized in the 2021 financial year. It was noted that South Africa needed to reciprocate the charges imposed on its operators by neighbouring countries to maintain fairness. South African operators face challenges due to the lack of cross-border charges on foreign operators, which results in an indirect subsidy for foreign operations and increased costs for local operators. This imbalance creates a disadvantage for South African operators compared to their regional counterparts. To address this, South Africa needs to implement charges to ensure fair contribution towards road infrastructure, law enforcement, road safety, and regulation. This initiative aims to reduce operational constraints and ensure smooth passenger [and freight] transport in the SADC region while providing fair operating environment for local operators.

The survey will take approximately a few minutes to complete, and your responses will be kept confidential. As a token of our appreciation, we will share a summary of the survey findings with you, which could provide useful insights for your business. To participate, please open the attached document. Thank you in advance for your time and valuable input.
